How to Boot Into the Windows Recovery Environment
Short answer: The Windows Recovery Environment (WinRE) is a separate repair mode you can open without signing into Windows. The fastest route is to hold Shift while you click Restart, or go to Settings, then System, then Recovery, and use Restart now under Advanced startup. If Windows will not start at all, boot from a Windows recovery drive or an installation USB to reach the same menu. From WinRE you can run Startup Repair, System Restore, Command Prompt tools and other repairs before reinstalling anything.
When a developer reaches for WinRE
The Windows Recovery Environment, usually shortened to WinRE, is a small repair environment that runs separately from the Windows installation on your drive. It is the built-in place to go when Windows will not start normally: after a failed feature update, a driver that crashes too early, a damaged boot configuration, or a disk error. For a programmer, those moments are rarely convenient, and WinRE is the first place to look when the machine itself is the blocker.
WinRE is not the same thing as Safe Mode. Safe Mode loads a minimal version of Windows after the system starts; WinRE appears before Windows fully loads and offers repair tools instead of a desktop. If you need the stripped-down Windows session, see how to boot into Safe Mode.
You might open WinRE for any of these reasons:
- A Windows update interrupted a build and the next boot hangs on the logo screen
- A graphics or storage driver update leaves a black screen after restart
- The boot configuration is damaged after a disk tool or a failed installation
- You want System Restore, Command Prompt or Startup Repair from outside Windows
The Shift and Restart shortcut
If Windows still opens to the desktop or the sign-in screen, the quickest route to WinRE is a keyboard-driven restart. Hold the Shift key and click Restart anywhere the Power icon appears: the Start menu, the sign-in screen, or the Ctrl+Alt+Delete screen. Windows skips the normal shutdown and boots into the recovery menu. The shortcut also works from the sign-in screen, which is useful if a bad driver hangs the system before you can log in. You do not need a Windows account to reach WinRE.
To use the shortcut:
- Save open files and stop any running builds or containers.
- Click the Power icon.
- Hold the Shift key and choose Restart.
- On the recovery screen, choose Troubleshoot, then Advanced options.
The Settings and Recovery route
Open Settings, go to System, and choose Recovery. Under Recovery options you will find Advanced startup with a Restart now button. The laptop restarts into the same recovery menu as the Shift method. Use this path when you still have a working desktop and want to trigger the repair from normal Windows.
Advanced startup is not the same as firmware setup. The UEFI or BIOS menu controls hardware initialization and boot order, while WinRE is a Windows environment. See how to enter the BIOS or UEFI for firmware-level changes.
From a recovery drive or installation USB
When Windows cannot start at all, the Shift and Settings shortcuts are out of reach. You need external media: a recovery drive you created earlier or a Windows installation USB. Both let you boot outside the broken operating system and open the same repair tools.
A Windows 11 installation USB also works: the first screen includes a Repair your computer link that leads to the recovery menu. The best time to create this media is while Windows still works. See create a Windows recovery drive, create a Windows 11 installation USB, and boot a laptop from USB.
To boot from a USB drive:
- Plug the USB drive into a USB port on the laptop.
- Restart the laptop and press the firmware boot menu key; the key varies by maker, commonly F12, Esc, or F2.
- Select the USB drive from the boot menu.
- Choose your keyboard layout, then select Troubleshoot.
Repair tools that matter for a coding setup
WinRE groups its tools under Troubleshoot, then Advanced options. For a development machine, the repairs that matter are the ones that restore a bootable system without touching your source code.
Developers often go straight to Command Prompt. From there you can run the System File Checker and the Deployment Imaging Service and Management Tool to repair system files; see SFC and DISM for the commands you need. A restore point created before a risky change gives System Restore something to roll back to; see create a system restore point. If your daily work depends on containers and virtual machines, the recovery environment repairs Windows without wiping the host, and the amount of RAM you buy affects how comfortably those workloads run; see RAM and storage for containers and VMs.
The recovery tools themselves are lightweight. Visual Studio Code, a tool many programmers open daily, lists 1 GB of RAM as the recommended amount in its official requirements, which helps put the repair console in perspective: a minimal diagnostic environment needs far less than a full development stack. Docker also publishes Windows installation instructions for the container engine you would configure once Windows is healthy again.
| Option | What it is for | When to use it |
|---|---|---|
| Startup Repair | Automatically fixes boot files and boot configuration | First choice when Windows hangs before the sign-in screen |
| System Restore | Rolls the system back to a saved restore point | After a driver or update changed system files |
| Uninstall Updates | Removes a recent quality or feature update | When a Windows update is the likely cause |
| Command Prompt | Opens a terminal for SFC, DISM, bootrec and other tools | When you need advanced file or boot repairs |
| Reset this PC | Reinstalls Windows with a keep-my-files option | Last resort before a clean reinstall |
When the recovery environment is missing or disabled
WinRE normally lives in a separate recovery partition on the system drive. Some disk operations can remove or disable it: shrinking the recovery partition, changing the partition layout with disk tools, or deleting the recovery partition to reclaim space. If the laptop skips the recovery menu and goes straight into Windows, the fallback is the same recovery drive described above, so make one while Windows is healthy.
A missing recovery environment is also a signal to look at the drive and the firmware before reinstalling anything. The laptop maker's diagnostics and the Windows drive-health tools run outside WinRE. See how to run laptop hardware diagnostics for the next step.

Questions
Is WinRE the same as a factory reset?
No. WinRE is the repair environment you boot into; a factory reset, called Reset this PC in Windows, is one action inside that environment and it reinstalls Windows. WinRE also contains repairs that leave personal files alone, such as Startup Repair, System Restore and Command Prompt. See reset a laptop to factory settings for how that differs.
Can I open WinRE during startup without a USB drive?
If the recovery partition is intact, you can sometimes force Windows to show the recovery menu by interrupting startup several times: turn the laptop on, let it begin loading, then hold the power button to turn it off, and repeat. The deliberate methods in this article, Shift plus Restart and Settings to Recovery, are more reliable and are the ones to practice first.
Will WinRE delete my repositories?
Startup Repair, System Restore, Uninstall Updates and Command Prompt are designed to leave personal files in place. Reset this PC asks whether you want to keep files or remove everything, but a code repository is still personal data, so back up before any recovery action.
Can I open WinRE on a Mac?
WinRE is a Windows feature. A MacBook Air runs macOS and uses the macOS recovery system instead. If your work targets Apple platforms, see best laptops for iOS and macOS development.
Do I need a sign-in or a product key to reach WinRE?
No. The recovery menu appears before the Windows user account screen, so you can use it on a system with a forgotten password. If the drive is protected with BitLocker, some repair tools ask for the BitLocker recovery key before they can unlock the disk. See enable BitLocker for how that key works.
What if none of the WinRE tools fixes the boot?
After Startup Repair, System Restore and Command Prompt have not worked, the next step is hardware diagnostics to confirm the drive and memory are healthy. If they are, a clean Windows installation from a USB drive is the remaining option. Before a reinstall, back up any code you have not pushed to a remote repository.
